The Act of Laying Duties on imported products was first presented to the House of Representatives by Alexander Hamilton on April 23rd, 1790.
Hamilton believed that by increasing prices on imported goods would promote manufacturing of goods in the United States, and force American consumers to purchase products made in the U.S., However, this proposition supported by Hamilton ultimately failed.
